Nigerien Prime Minister Ali Lamine Zeine met with Saddam Hifter, the chief of staff of the Libyan Arab Armed Forces, or LAAF, with a delegation of high-ranking Nigerien military officers, following which the two sides signed a "strategic framework agreement" that was not made public, Al Wihda reported on Nov. 1. This comes as the LAAF has been pressing ahead with a large military deployment near Libya's border with Niger and Algeria since Oct. 30.
