The European Commission on Oct. 27 proposed its first Climate Resilience Law, which would require member states to assess climate risks every five years from 2029 and adopt single national adaptation plans by the end of 2030 based on a common warming scenario of 2 degrees Celsius by 2050 and 3 degrees Celsius by 2100. The wider framework includes a planned heatwave plan, water initiative, climate insurance alliance and support for the 100 most vulnerable territories, but no new funding.
