U.S. President Donald Trump said he had reached an agreement with Russian President Vladimir Putin during a phone call for Russia to immediately supply more than 300,000 metric tons of diesel to U.S. and global markets, to be followed by 500,000 tons in November and 1 million tons thereafter, Reuters reported on Oct. 9. The same day, the U.S. Department of the Treasury authorized Russian diesel transactions through April 7, 2027, while Trump also said Russia could supply an additional 3 million tons contingent on the condition of Russian refineries.
