The U.S. military said it had finished withdrawing from the last air base in Iraqi Kurdistan on Sept. 30, ending a twelve-year mission that began after the Islamic State invaded Iraq in 2014. Iraqi Prime Minister Ali al-Zaidi called the move a step toward a return of Iraqi sovereignty, and Iranian-aligned militias said they had achieved a victory over the United States.
