Russia's Ministry of Finance submitted a draft 2027-29 federal budget that would tax dividends, deposit interest and other passive income at progressive rates of 13%-22% instead of 13%-15%, impose a 30% levy on mining companies' windfall income, and raise the dividend tax for nonresidents holding type-C accounts to 35%, according to a ministry statement published on Sept. 24. The draft keeps defense and security as its "strategic priority" and projects a deficit of about 2% of gross domestic product in each year.
