The Philippine Senate voted 13-1-6 to pass a motion stipulating that the two-thirds vote threshold for impeachments only applies to senator-judges who can attend the trial, Reuters reported on Sept. 23. The new rule effectively lowers the vote threshold for impeachment from 16 to 14, with the pro-impeachment bloc already 13 strong.
