Unlike a standard Iskander ballistic missile, an RM48U has a roughly 300-meter average deviation from intended targets, likely causing the record U.N.-recorded civilian death toll of 437 in July, the highest single-month toll since the Russia-Ukraine war's early phase in 2022.
