The three devolved first ministers of Scotland, Northern Ireland and Wales — respectively, the leaders of the nationalist Scottish National Party, Sinn Fein and Plaid Cymru — signed a memorandum in Cardiff on Sept. 14 alongside Sinn Fein president Mary Lou McDonald, calling on the U.K. government to allow referendums on leaving the United Kingdom, the BBC reported the same day.
