The Permanent Court of Arbitration in The Hague ruled that India remains bound by its water-sharing agreement with Pakistan, despite New Delhi's suspension of the treaty, and must restrict construction activities at a hydroelectric project in Kashmir, Reuters reported on Aug. 31. India responded, saying the arbitration court was illegally constituted in violation of the Indus Waters Treaty and therefore has no legal authority to rule on the treaty or India's sovereign decisions.
