Russia reportedly concluded that the U.S.-led negotiations to end the war in Ukraine had reached a dead end and is preparing to intensify the war, Bloomberg reported on Aug. 27, citing three people close to the Kremlin. The same sources said a growing number of Russian officials now believed Russian President Vladimir Putin could ultimately resort to tactical nuclear weapons as a last measure, although there was no indication Moscow was preparing to do so.
