Chilean President Jose Antonio Kast submitted to the Senate a security-focused constitutional reform package, La Tercera reported on Aug. 17. The eight reforms aim to strengthen the constitutional framework for public security, expand the state's powers against organized crime and terrorism, and create a new state of exception with broader presidential emergency powers.
