Japan's Ministry of Defense published its annual defense white paper on Aug. 4, listing Chinese military activities as an "unprecedented and the greatest strategic challenge" to Japan. The paper focused heavily on building out Japan's defense production and technological base, which it pitched as a driver of economic growth, as well as on economic security, arms sales policy and building out unmanned systems to offset a declining population.
