The U.S. Treasury Department's Office of Foreign Assets Control announced on July 17 that Executive Order 13936, issued by President Donald Trump on July 14, 2020, had expired. This removes the executive mandate that formed the basis for the U.S. Commerce Department to treat Made in Hong Kong goods the same as Made in China goods vis-a-vis U.S. import curbs, and that banned U.S. exporters from shipping goods to Hong Kong that are likewise banned from shipment to China.
Despite the executive order's expiration, other U.S. restrictions on Hong Kong remain in place. These include the Hong Kong Human Rights and Democracy Act of 2019, which mandates yearly reviews of Hong Kong's special trade status, and the Hong Kong Autonomy Act of 2020, which allows U.S. sanctions against Hong Kong banks.
