Dozens of heads of state and government met in Paris, France, on July 13 for a "coalition of the willing" summit in support of Ukraine, where participants announced an anti-ballistic missile coalition, Reuters reported the same day. France also announced the delivery of 16 Rafale fighter jets to Ukraine by 2028-29 and granted licenses to Ukraine to produce precision-guided munitions domestically.

Over 25 countries also pledged to deploy a multinational reassurance force to Ukraine within days of a ceasefire with Russia, should one materialize. The summit follows a July 6 Russian missile barrage on Kyiv during which Ukrainian air defenses failed to intercept a single incoming ballistic missile, underscoring the shortage driving Ukrainian President Volodymyr Zelensky's request for a 300-missile winter Patriot package. The gathering also builds on months of parallel Ukrainian-European work to co-develop a cheaper, domestically produced Patriot alternative that still relies on Western-supplied components.
