At the Ukraine Recovery Conference in Gdansk, Poland, European Commission President Ursula von der Leyen announced the transfer of the first 3.2 billion euro ($3.6 billion) tranche under the European Union's 90 billion euro Ukraine Support Loan and said the bloc would begin disbursing funds from a 6 billion euro drone-production package in the coming days, Interfax-Ukraine reported on June 25. Ukrainian Prime Minister Yulia Svyrydenko, leading Ukraine's delegation in place of President Volodymyr Zelensky amid the diplomatic row with Warsaw, said Kyiv expected to sign more than 160 agreements worth over 10 billion euros across defense, business and regional development.

The Ukraine Recovery Conference is formally focused on reconstruction, investment and recovery, but this year's agenda gives greater weight to wartime resilience, including drones, air defense, military mobility and protection of energy infrastructure. The Poland-Ukraine dispute escalated after Zelensky gave a Ukrainian Special Operations Forces unit an honorary name referencing the Ukrainian Insurgent Army, which many Ukrainians associate with anti-Soviet resistance but many Poles associate with the Volhynia massacres during World War II.
