Scores of Ukrainian drones and missiles targeted Moscow overnight, hitting Moscow's Kapotnya Oil Refinery for the second time in a week, disrupting airport operations and forcing road closures in and around the capital, Reuters reported on June 17. Ukrainian President Volodymyr Zelensky said heavy Ukrainian drone attacks on Russia were retaliation for Russia's June 15 strike on Ukraine, which killed at least 10 people and damaged the Kyiv-Pechersk Lavra monastery, adding that "if Ukraine burns, your Moscow will burn."
Russia is reportedly preparing to import gasoline by sea in June, and some filling stations are limiting fuel sales as retail gasoline prices rise, with Russian crude-processing rates dropping to their lowest level in 20 years. Russia's budget deficit in the first five months of 2026 has already exceeded the full-year target, increasing the fiscal sensitivity of any prolonged fuel disruption.
