Leaders for the Ijaw, Urhobo and Itsekiri communities of Nigeria's southern Delta state agreed on June 12 to rotate the House of Representatives seat for the Warri II federal constituency between the Ijaw and Itsekiri communities and raise the number of wards for Itsekiris in the Warri South West local government area from four to nine, THISDAY and The Guardian Nigeria reported on June 14. Ijaw and Urhobo community leaders called on June 14 for the rapid implementation of the Independent National Electoral Commission's May 20 ward delineation report in the area, adding that they would not accept "any further" alteration to the report or delay to its implementation, despite acknowledging that the Itsekiri community was "still not satisfied" with the increase in their number of wards.

On May 20, the electoral commission published a ward delineation report in which it outlined plans for 14 of Warri South West's 20 wards to be granted to the Ijaw and four to the Itsekiri, in line with the area's demographic makeup. However, the report's implementation stalled, and Ijaw and Urhobo demonstrators responded by occupying oil flow stations within their communities for several days starting on June 8. Meanwhile, Itsekiri community leaders warned that they would occupy oil infrastructure within their communities should the report be implemented, and open-source intelligence indicates that Itsekiris held protests at several oil facilities within their communities.
