Director General of Ethiopia's National Intelligence and Security Service Redwan Hussein and former chief of Tigray's interim regional administration Getachew Reda accused the Tigray People's Liberation Front, or TPLF, of planning to launch an offensive against pro-government forces with the support of Eritrea "in the coming days" in a June 11 op-ed published by Al Jazeera. Hussein and Getachew urged all parties to exert "maximum pressure" on the TPLF and Eritrea to avoid a new military escalation.

On May 5, the TPLF reestablished the 2020 Tigray State Council, sidelining the region's interim administration that was set up as part of the 2022 Pretoria Agreement that ended the Tigray war. Ethiopia held a general election on June 1, but polling did not take place in Tigray due to security concerns and the breakdown in relations between the TPLF and Ethiopia's federal government. On June 5, the federal government apparently conducted a drone strike on a TPLF convoy near the border with Eritrea.
