All members of the European Union agreed to open talks with Ukraine and Moldova on the first cluster of issues in their accession negotiations, Reuters reported on June 3, citing Ukrainian Prime Minister Yulia Svyrydenko. Cyprus, which holds the rotating EU presidency, said it had begun preparing to formally open negotiations on the first group of chapters, which cover rule-of-law and democratic standards.

Hungary had previously slowed Ukraine's accession track over the rights of ethnic Hungarians in Ukraine, but new Hungarian Prime Minister Peter Magyar said Hungary and Ukraine had reached an agreement on the issue. Ukraine and Moldova began formal accession negotiations in 2024, and the first cluster is one of the most politically sensitive parts of the process because it covers democratic institutions, public administration, the judiciary and fundamental rights.
