The U.S. State Department reaffirmed in a report to the U.S. Congress that it considered Somaliland to be part of Somalia's territory, Somali Guardian reported on June 2. However, the report also said the United States was "explor[ing] additional opportunities for engagement" with Somaliland, noting that the development of an airport and seaport in Berbera "could create increased opportunities for U.S. investment infrastructure, exports, and other commercial opportunities."
In August 2025, U.S. President Donald Trump said his administration was "looking into" a potential recognition of Somaliland's independence. Israel became the first country to recognize Somaliland's independence in December 2025. In a spending bill enacted in early February, U.S. congressmen directed the State Department to submit a report within 120 days assessing "potential areas for improved United States engagement with Somaliland, including in security, diplomacy, trade, and development."
