Kazakh President Kassym-Jomart Tokayev addressed the informal Organization of Turkic States summit in Turkestan, Kazakhstan, where he proposed new cooperation on artificial intelligence centers, cybersecurity, digital signatures, space, cultural heritage and Turkic terminology, while rejecting claims that the OTS was a military alliance, KazTAG reported on May 15. The same day, Azerbaijan, Kazakhstan, Kyrgyzstan, Ukraine and Uzbekistan signed a TRACECA agreement in Astana, Kazakhstan, on a single electronic transit permit for road freight, intended to simplify transport along the Transport Corridor Europe-Caucasus-Asia.

The summit is a routine, informal OTS meeting agreed upon at the 2025 Gabala summit in Azerbaijan, with Turkey scheduled to host the next official summit in the fall. On May 8, Tokayev signed a law ratifying a 2024 treaty with Turkey on the transit of military cargo and personnel through the two countries' airspace, cutting red tape for Ankara's defense logistics.
