Venezuela's acting President Delcy Rodriguez announced that the country's amnesty process "is coming to an end," though she did not provide details, El Pais reported on April 23. Venezuela passed the amnesty law on Feb. 19 to pardon political prisoners as a concession to the United States.

Venezuelan government officials say 8,616 people have been pardoned under the amnesty law, of whom 314 were imprisoned, while the rest were under precautionary measures. Nongovernmental organizations say there are still 473 political prisoners in Venezuelan prisons and dispute that all of those who have been released were imprisoned on politically motivated charges. Since the U.S. capture of then-President Nicolas Maduro on Jan. 3, Rodriguez has adopted a mostly cooperative approach toward the United States, reforming the oil and gas sector and indicating that she will liberalize mining and other economic sectors.
