A majority of EU ambassadors led by Germany rejected the European Parliament's proposed amendments to the 2025 EU-U.S. trade framework agreement during the first round of interinstitutional talks, Politico reported on April 22. The next round of trilogue negotiations is set for May 6.
The European Council, the European Parliament and the European Commission are advancing negotiations on legislation to implement the 2025 EU-U.S. trade framework. Once implemented, the agreement would eliminate EU tariffs on U.S. industrial goods while capping U.S. tariffs on most EU exports at 15%. The European Parliament has proposed amendments, including a "sunrise" clause linking tariff removal to reductions in U.S. steel derivative tariffs and a "sunset" clause setting expiry for March 31, 2028. Calls for revisions have also been linked to earlier tensions with the Trump administration, including threats over Greenland, while a U.S. Supreme Court ruling that struck down part of the Trump-era tariffs has altered the comparative trade conditions underpinning the original deal.
