The government of the Democratic Republic of the Congo and the Rwandan-backed M23 rebel group reached an agreement in Montreux, Switzerland, to facilitate unhindered humanitarian access and the release of detainees, including arrangements for the transfer of captured soldiers to state authorities within 10 days, Jeune Afrique reported on April 19. The two sides also agreed to refrain from attacks or destruction of civilian infrastructure essential to daily life, including food supplies, telecommunications, energy services, schools and hospitals.
The Congolese government and M23 have continued to accuse each other of violating the ceasefires reached in December 2025 and June 2025, as well as follow-on understandings reached in early 2026. Reported breaches include continued fighting in North Kivu and South Kivu, retention of strategic positions, restrictions on humanitarian access, and delays in implementing agreed prisoner-related and disengagement measures.
