The European Union is slated to resume formal diplomatic ties with Syria, Reuters reported on April 17. The bloc is set to resume the 1978 cooperation agreement with Syria, which established the framework for economic and financial cooperation, and will begin a High-Level Political Dialogue on May 11 with Syrian officials.
The European Union removed the majority of sanctions on Syria in 2025 and has sought to facilitate private sector engagement in Syria's economy. In December 2025, the United States repealed the Caesar Act sanctions, which had imposed sanctions on the former regime of Bashar al Assad and hindered reconstruction efforts. The United States has drawn down its military presence in Syria, handing over military bases to the Syrian army.
