Chinese President Xi Jinping and his Vietnamese counterpart To Lam signed cooperation documents covering agriculture, education and railway construction, and China pledged deeper cooperation on artificial intelligence, semiconductors, digital infrastructure and state technology systems, Reuters reported on April 15. The package also includes a memorandum under China's Global Security Initiative, a ministerial hotline between the two countries' public security ministries, a 2026-30 party-to-party cooperation plan and border commercial dispute coordination.

The visit comes as Vietnam faces greater uncertainty in its trade relationship with the United States and continued U.S. accusations that Vietnam serves as a channel for Chinese transshipment. It is also Lam's first abroad since assuming the presidency on April 7, in addition to his role as Vietnam's party chief.
