Colombia's President Gustavo Petro announced on April 13 that he will not impose the 100% retaliatory tariff on Ecuadorian goods that his trade minister announced on April 10, Reuters reported on April 13. The Colombian leader said Ecuadorian duties strengthen criminal organizations engaged in smuggling goods and that Ecuadorian President Daniel Noboa was "handing over the border to the mafia."

Petro said that instead of retaliatory duties his government would introduce subsidies to replace Ecuadorian agricultural imports and "smart" tariffs, without elaborating on what those would be. On April 10, Colombia's trade minister said Colombia would adopt 100% retaliatory tariffs on Ecuadorian goods after Quito raised duties on Colombian goods from 50% to 100% on April 9, effective May 1. The measures came amid a trade dispute between both countries that started over disagreements around security cooperation and border protection.
