Meanwhile, Lebanese officials have stipulated that they will only participate in direct negotiations with Israel on April 13 if there is a ceasefire in place in Lebanon.

Israeli Prime Minister Benjamin Netanyahu announced on April 9 that he had instructed Israeli officials to begin direct negotiations with Lebanon to discuss Hezbollah's disarmament following U.S. pressure. However, there is no Israel-Lebanon ceasefire, and Israel has conducted additional attacks against Hezbollah targets in Lebanon. Kuwait's foreign ministry accused Iran and Iranian-backed proxies of targeting Kuwaiti facilities with drone attacks on April 9.
