Russian Security Council Secretary Sergei Shoigu said no region in Russia is safe from Ukrainian drone strikes, Interfax reported on March 17. He added that Ukraine's aerial attacks on infrastructure rose to over 23,000 in 2025 from 6,200 in 2024, an increase of nearly 270%.

Ukrainian strikes have increasingly targeted defense industrial and energy facilities deep inside Russia in recent weeks, including reported attacks on the Votkinsk plant, the Kremniy EL microelectronics facility in Bryansk and fuel storage sites in Krasnodar Krai. Over the past few days, Moscow also reported large-scale drone activity near the capital that disrupted airport operations, underscoring growing pressure on Russia's air defense and internal security systems.
