EU foreign policy chief Kaja Kallas said she had discussed with the United Nations the possibility of a Black Sea grain deal-type agreement to reopen the Strait of Hormuz and would discuss the possibility of expanding the mandate of the European Union's Red Sea naval mission to protect vessels transiting the strait, Reuters reported on March 16. Kallas' comments came a day after U.S. President Donald Trump said he had asked seven countries — likely including Asian and European countries — to send warships to secure the Strait of Hormuz.

Some countries, including India, have sought bilateral agreements with Iran to ensure safe passage through the Strait of Hormuz for their vessels. Iran has conducted additional attacks against Gulf countries, including attacks on airports and ports, resulting in operational disruptions. In addition, both the United States and Israel have expended significant numbers of interceptors and munitions thus far in the conflict, with some reports indicating that Israel was critically low on interceptors, though the Israel Defense Forces has denied those reports.
