EU funding for the Rwandan deployment in northern Cabo Delgado, Mozambique, is set to expire in May, and discussions about a possible renewal have reportedly not yet been planned, Bloomberg reported on March 12. The European Union approved 20 million euros (around $23 million) in assistance under the European Peace Facility in 2024, matching an earlier allocation, to support the Rwanda Defense Force's fight against an Islamic State Mozambique Province insurgency, covering personnel, equipment and logistics.
On Jan. 29, TotalEnergies CEO Patrick Pouyanne confirmed that construction has formally resumed on the $20 billion Mozambique LNG project in northern Cabo Delgado, following the lifting of the force majeure in October 2025, which had been imposed after an Islamic State Mozambique Province attack on Palma in April 2021 killed over 1,000 people. Rwanda deployed troops to Mozambique in July 2021 and currently maintains around 5,000 personnel to support counterinsurgency operations in the province.
