Russia and Ukraine drafted but did not finalize an agreement in Istanbul in spring 2022 that included Ukrainian neutrality provisions. Negotiations between Ukrainian, Russian and U.S. delegations have continued intermittently into 2026, though planned rounds have been delayed by the broader Middle East conflict. On March 10, Ukrainian President Volodymyr Zelensky and Turkish President Recep Tayyip Erdogan discussed future peace talks and Turkey's potential role as a host.
