The administration of U.S. President Trump is drafting regulations that would restrict shipments of artificial intelligence chips to any foreign destination without American approval, Bloomberg reported on March 5. The proposed regulations would affect prominent U.S. AI companies like Nvidia and Advanced Micro Devices Inc. that have business deals in a variety of foreign countries.
The proposed regulations would base approval on the amount of computing power a foreign company seeks; those looking to build larger AI infrastructure or data centers and, therefore, purchase larger shipments of chips would require preclearance before seeking export licenses. Foreign companies may also be required to disclose their business models or allow the U.S. government to carry out site visits. For foreign companies seeking "massive deployments" — upward of several hundred thousand chips — the host country would need to be involved, make robust security promises and pledge "matching" investments in American AI.
