Lt. Gen. Yasser al-Atta of the Sudanese Armed Forces, or SAF, said the leader of the SAF-backed Transitional Military Council, Gen. Abdel-Fattah al-Burhan, would sign an agreement granting Russia access to a naval supply point in Sudan in exchange for military support for the SAF, Radio Dabanga reported on May 29. Separately, the SAF rejected calls by the United States to enter new peace talks with the paramilitary Rapid Support Forces, or RSF, in Saudi Arabia, while also expressing its opposition to the participation of groups perceived as having sided with the RSF in Egypt-led talks.

Russia previously signed an agreement with Sudan in 2017 and 2020 to secure a naval supply point in Port Sudan, but neither of these agreements have been implemented due to the removal of former President Omar al Bashir in 2019 and the start of the civil war in 2023.
