U.S. Defense Secretary Leon Panetta made a surprise visit to Iraq because the United States treats Iraq as an occupied country or as one of its states, an Iraqi lawmaker said July 11, Aswat al-Iraq reported. Actions are moving toward a signed "memo of understanding" rather than an agreement voted on by the Iraqi parliament, the lawmaker said.
