The United States is working on a new carbon credit framework designed to fund clean energy projects in the developing world that could be unveiled at the U.N. Climate Change Conference later in November, the Financial Times reported Nov. 6. Under the framework, regional governments and state bodies would earn carbon credits by reducing emissions from their power sector; those credits could then be sold off to companies to offset their own emissions.
