Ukraine and Russian-backed separatists in eastern Ukraine conducted their first prisoner exchange of the year following a month of negotiations, The Moscow Times reported April 16. Kyiv conducted separate swaps with the region’s Donetsk People’s Republic and Luhansk People’s Republic for a total of 38 prisoners.
