The U.S. envoy to Syria, Tom Barrack, said the United States had begun reducing its troop presence in Syria "from eight bases, to five, to three. Barrack also said the United States had reached an understanding with Syria to incorporate around 3,500 foreign fighters, many of whom are Uyghurs, in the Syrian army's 84th division.
