Lawmakers in Somaliland, a breakaway northern territory in Somalia, approved a bid by the United Arab Emirates to establish a naval base in the port town of Berbera, AP reported Feb. 13. The territory's parliament approved the base by a wide margin Feb. 12. Since unilaterally declaring independence in 1991, Somaliland has managed to avoid much of the chaos and violence that has plagued the rest of Somalia.
