Russian President Vladimir Putin signed a decree authorizing the joint venture between Rosneft and Shell to execute transactions regarding its 7.5% stake in the Caspian Pipeline Consortium, Reuters reported on Dec. 8. The decree will exempt transactions from a 2022 moratorium on Western asset sales.
