Palestinian Authority President Mahmoud Abbas issued a decree stating that Palestine Liberation Organization Executive Committee deputy chair Hussein al-Sheikh would serve as his temporary successor should he be incapacitated or unable to lead, The Times of Israel reported on Oct. 26. The decree specified that al-Sheikh would only take power as long as the Palestinian Legislative Council remained defunct and that he would either rule until new elections could be held or until his first term ended, whichever came first.
