The Netherlands will consider proposals for tax reform that are intended to counter its reputation as a tax haven for international shell companies and to attract companies that will maintain a real presence in the country, Financial Times reported Feb. 26. The proposed changes, which include adding a new royalties tax and corporate tax deduction and doing away with a dividend tax, will require parliamentary approval. The Dutch reforms come as the European Union makes broader efforts to address taxation issues and as the European Commission works on a plan that would deter tax avoidance with better tracking of where a company's profits are earned.
