Kazakhstan published a draft constitution that, if adopted via a nationwide referendum, would replace the bicameral parliament with a unicameral legislature to be called the Kurultai, reinstate the post of vice president and formalize new succession rules, the Supreme Court's press service reported on Jan. 31. The release followed a report by the Constitutional Commission saying it had prepared a full draft of a conceptually new constitution just days after the commission was created.
