Ivan Marquez, a former guerrilla leader with the Revolutionary Armed Forces of Colombia (FARC), has said it was a mistake for his group to surrender its weapons without first securing guarantees that the government would fulfill all aspects of the 2016 peace agreement, El Colombiano reported Jan. 14.
