Armenian Prime Minister Nikol Pashinyan appealed to trigger the Collective Security Treaty Organization (CSTO) Article 4 mutual defense clause to restore the country's territorial integrity from Azerbaijani encroachment and to ensure the withdrawal of the Azerbaijani military, Kommersant reported Sept. 14. Armenia expects a CSTO monitoring mission to arrive tomorrow, Foreign Minister Ararat Mirzoyan said. Why It Matters: Azerbaijan likely will continue occupying and defending strategic heights along the undemarcated Armenia-Azerbaijan border to improve its negotiating leverage in peace talks. The CSTO monitoring mission to Armenia may facilitate a temporary cessation of fighting along fractious border areas, but it will not eliminate the reasons for the flare-up or prevent similar ones in the future. Tensions will remain high so long as Armenia does not complete its implementation of provisions of the 2020 cease-fire agreement, including the disarmament of Nagorno-Karabakh and the withdrawal of its troops from the region.
