Where is all of this leading? For the foreseeable future, clan and intra-clan loyalties will continue to be the primary political forces in Somalia. The sub-"states" of Somaliland, Puntland, and Jubaland are all based on clan organizations. The most stable of these, Somaliland, has the advantage of being controlled by a relatively homogenous clan, the Issaq, which dominates all of the other clans in the area. Opposing forces in the other two areas, particularly Jubaland, are more evenly balanced and so power struggles will likely persist and even intensify in those areas. The new Digil/Rahanwayn group shares common goals and a common lifestyle although they have yet to prove that they can maintain a successful military organization without Ethiopian support. Their goal will be to hold onto their recent gains and prevent the other clans from attacking their agricultural lands.
