Militant group the Niger Delta Liberation Front (NDLF) threatened a campaign of attacks targeting pipelines if the Nigerian government does not convene a post-amnesty conference, Nigerian media reported Dec. 8. The militants want a conference including the United States, United Nations, militants, government representatives and other participants, but Nigeria has no intention of convening a conference on that scale. The NDLF will be able to carry out isolated pipeline attacks, but the disruptions caused by the attacks will likely be limited, as the Nigerian government will deploy armed forces and use intelligence and financial means to keep the relatively young militant group in check. The Nigerian government currently operates a post-amnesty program for Niger Delta militants who have agreed to lay down their weapons.
