French President Nicolas Sarkozy said Feb. 8 that the "banlieues" — the country's restive suburbs — are threatening the "very idea of the nation" and unveiled the aptly named "Hope for the Suburbs" program. The plan will increase police presence in these areas by 4,000 officers, introduce a U.S.-style bussing program for school children, create 200 "territorial units of district" for the maintenance of law and order, spur business creation and set up at least six professional schools. Sarkozy also has pledged to add the concept of diversity to the preamble of the French Constitution. The program will receive 500 million euros (more than $700 million) in funding — money that will come from the current infrastructure budget. There are no plans to set up independent funding for the program, which calls into question its long-term viability, as well as the government's commitment.
