The outcome of China's fifth plenum portends expanding anti-corruption probes against central elites and local leaders alike, impeding economic growth and cross-border commerce, but also unifying Beijing's policy direction on foreign policy issues such as U.S. trade and Taiwan. The Central Committee of the Communist Party of China, or CPC, held its fifth plenum from Oct. 26-29. The most important development from the plenum, per the Central Committee's communique and commentary from CPC General Secretary Xi Jinping, was the "Decision on Several Major Issues Concerning Persistently Advancing the Comprehensive and Strict Governance of the Party," which laid out Xi's latest thinking on the ideological and personnel challenges the Party faces.
