Flavio Bolsonaro's victory in the first round of Brazil's presidential election caps a strong result by right-wing candidates in congressional elections, which would facilitate the implementation of his pro-business agenda and attempts to challenge the judiciary should he win the runoff. By contrast, the congressional results would create a major obstacle to governability should President Luiz Inacio Lula da Silva secure reelection. The Oct. 4 general election in Brazil resulted in a right-wing sweep in the presidential, legislative and state races. Bolsonaro performed better than polls indicated and finished in first place, with 47.03% of the valid votes, while Lula received 45.16%. The remainder of the votes were scattered among mostly right-wing candidates. In many states, right-wing parties secured both contested Senate seats .
